The Atheneum

The Atheneum is a powerful and enigmatic wizarding government, commonly referred to as The Wizards Counsil. Known for their vast wealth, unlimited resources, and seemingly omnipresent power, The Atheneum has earned a reputation as a formidable force to be reckoned with. The government's policies and laws are heavily influenced by magic and wizardry, resulting in a society where magical power is highly valued and revered. As such, those who possess exceptional magical abilities are often granted significant influence and authority within the Atheneum's ranks.

Structure

The government structure of the Atheneum is designed to function as a tiered hierarchy with each level of the government overseeing those below it. At the bottom of the hierarchy is Level Two, which encompasses the local city-states and state governments, including police and small claims courts, and other local functions. These entities are responsible for addressing local concerns and ensuring that the needs of the community are met.   Above Level Two is Level One, the federal level, which is run and managed by a citizen-elected Lower Council. Members of the Lower Council are charged with managing different aspects of the federal government under the direction of the High Council. The courts run parallel to this level but do not cross powers.   The High Council, Level Zero, is at the apex of the government structure and has absolute power over all lower levels, including the courts. Outsiders often refer to this level as the "God Kings" since its members are all-powerful mages known as "High Proxies." A High Proxy represents each school of magic, and one represents the Archive. The High Council is tasked with ensuring the safety and well-being of the Atheneum and its citizens, managing the nation's resources, and overseeing all magical research and development.   The Atheneum's government structure has been designed to centralize power and ensure that the nation's interests are well-represented at all levels. While some outsiders have criticized the Atheneum for being too insular and focused on its own goals, others have praised its government for its efficiency and effectiveness in managing the nation's affairs.   The Atheneum is a nation that also values the rights of its citizens and residents. As such, the nation has established a clear and distinct set of rights that are afforded to all its members, regardless of their social or economic status. These rights are divided into two categories: those that are given to all members, and those that are exclusive to citizens.   The first category of rights includes the right to life, freedom of expression, the right to bring family members to the Atheneum, freedom of worship, and the right to have an Atheneum ID. These rights are given to all members of the nation and are intended to provide a basic level of protection and support to all individuals who reside within its borders.   Citizenship is granted to individuals who have shown magical ability or are one generation down from someone who has shown magical ability. Citizenship can be issued for those outside of the Athenium in some casses. Athenium IDs are issued regardless of cirzitenship or not.   This means that individuals who are born to magic users, or those who are discovered to possess magical abilities, are eligible to become citizens of the Atheneum. Once an individual has been granted citizenship, they are afforded a range of rights and privileges that are not extended to non-citizens. These rights include the right to education, the right to own property, the right to serve on a jury, the right to vote, and the right to access federal grants and scholarships. Citizenship is highly coveted in the Atheneum and is seen as a symbol of status and power within the magical community.

Military

The military of the Atheneum is among the most powerful and feared in the world of magic. As a highly organized and well-funded group of magical warriors, the military serves to protect the citizens of the Atheneum from threats both within and beyond its borders.   The Atheneum military is divided into these branches, each with its own specific roles and responsibilities:  
  1. The Athenian Guard: This is the primary branch responsible for the protection of the Atheneum's citizens and assets. The Athenian Guard is made up of highly trained and skilled soldiers, wizards, and other magical beings who are stationed in and around the major cities of the Atheneum. The Guard is also responsible for maintaining order and enforcing the laws of the Atheneum.
  2. The Athenian Army: This branch is responsible for external defense and warfare. The Athenian Army is highly mobile, with the ability to rapidly deploy to any location in the world. The Army is comprised of highly trained soldiers, wizards, and other magical beings, and is equipped with the latest magical weaponry and technology.
  3. The Magical Beast and Creatures Corps is a highly specialized unit that deals with the capture, training, and deployment of magical creatures in combat. The Corps is made up of skilled trainers and handlers who have a deep understanding of magical creatures and their abilities. These trainers work closely with the beasts, building strong bonds with them and teaching them how to fight alongside the Atheneum forces. The Corps is primarily used for reconnaissance and sabotage missions, but they can also be called upon to engage in direct combat if necessary.
  4. The Air Support unit of the Atheneum is responsible for providing aerial support to ground troops during combat. This unit is made up of highly trained riders who fly a variety of different magical brooms and flying boats. These aircraft are equipped with powerful magical weapons and defenses, allowing them to engage in aerial dogfights and take on ground targets with ease. The Air Support unit is also responsible for reconnaissance missions, aerial surveillance, and transportation of troops and supplies.
  5. The Naval Forces of the Atheneum are responsible for patrolling the coastlines of the nation, protecting Atheneum ships and citizens from pirate attacks and other naval threats. The Navy is equipped with a variety of magical ships, ranging from small patrol boats to massive warships capable of withstanding powerful magical attacks. The Atheneum Naval Forces are also responsible for escorting Atheneum merchant ships, as well as transporting troops and supplies to and from other nations.
  6. The Athenian Intelligence Agency: This is the intelligence gathering and counterintelligence branch of the military. The Agency is responsible for collecting and analyzing information about potential threats to the Atheneum, both from within and outside its borders. The Agency is known for its vast network of spies and informants, and is responsible for conducting covert operations as needed to protect the interests of the Atheneum.
  7. The Vault Keepers are responsible for guarding the Atheneum's vast wealth and assets. They are tasked with guarding the Atheneum's many vaults, and are highly trained in detecting and neutralizing threats to the Atheneum's treasures. They are also responsible for protecting the Atheneum's powerful magical artifacts, which are key to the nation's security.
  8. The Extra Planar Intelligence Ministry (Ex.P.I.M.), also known as "Ex-PIM," was formed after the Shadowfell attack on Delphi, which highlighted the Atheneum's vulnerability to extra-planar threats. This branch of the military is focused on detecting, monitoring, and neutralizing any threats to the Atheneum from other planes of existence. Ex-PIM is staffed with highly skilled magic-users who specialize in planar travel and combat, and they are equipped with the most advanced magical technology available. They work closely with the other branches of the military to ensure the safety of the Atheneum and her citizens.

"Carpe diem, carpe magica" (Seize the day, seize the magic), formally "Magica semper viret" (Magic always flourishes) and before that "Sapere Aude" (Dare to be wise).

The Atheneum has a sophisticated and diverse economy with various forms of currency, both magical and mundane. The primary currency used by citizens is a magical coin called the "Gold Coins," which comes in denominations of 1, 5, 10, 20, 50, 100, and 500. These coins are made of a rare metal that is imbued with magical properties, allowing them to carry a large amount of value despite their small size.   The Atheneum also has a credit system that is managed by a network of magical institutions known as "credit covens." These covens function as both banks and financial institutions, providing loans, investment opportunities, and other financial services to citizens of the Atheneum. The credit system is regulated by the High Council and is closely monitored to prevent fraud and corruption.   The Atheneum also has a highly advanced credit system, which is based on the concept of magical credit. These credit points can be exchanged for goods and services, and can also be used as a form of currency.   The Atheneum's financial system is highly connected and networked, with its stock exchange being one of the most advanced in the world. The stock exchange is connected by magic to markets all over the world, allowing for a highly complex securities market to develop. The securities market is highly regulated by the Atheneum government, with laws and regulations in place to ensure that it operates in a fair and transparent manner.   Large transactions, such as those for property or high-value goods, are usually conducted through a system of magical contracts and agreements, known as "spell contracts." These contracts are highly detailed and legally binding, allowing for the transfer of goods and services between parties.   In addition to the magical currency and credit system, citizens of the Atheneum also use mundane forms of currency, such as gold and silver coins from neighboring countries, especially for transactions that take place outside the Atheneum. However, the use of non-magical currencies is subject to certain restrictions and regulations to prevent any negative impact on the Atheneum's economy.
Legislative Body
At the local level, city-states and state governments can create their own laws and regulations that are specific to their region, provided that they do not conflict with the laws and regulations of higher levels of government. The lower council of the federal government is responsible for creating and amending laws and regulations that apply to the entire Atheneum. The high council of the Atheneum has the ultimate authority to create, modify, or abolish laws and regulations, and their decisions are binding on all lower levels of government.
Judicial Body
The interpretation and enforcement of the laws of the Athenium are handled by a complex system of judges, juries, police, and investigators. The police are responsible for maintaining law and order and ensuring that the citizens of the Athenium comply with the laws. They investigate crimes, make arrests, and gather evidence that can be used in court.   Once someone is arrested, they are brought before a judge to determine if there is enough evidence to proceed with a trial. The judge is responsible for interpreting the law and making rulings on legal matters that arise during the trial. They also instruct the jury on how to interpret the law and oversee the trial to ensure that it is fair and impartial.   The jury is responsible for determining the guilt or innocence of the accused. They hear the evidence presented by both the prosecution and the defense and deliberate on the verdict. The jury is made up of Athenium citizens who are randomly selected from a pool of eligible individuals.   If the accused is found guilty, they are sentenced by the judge according to the law. The sentence can range from fines and community service to imprisonment or even execution. The judge has the power to impose the sentence they deem appropriate, within the confines of the law.   The High Council acts the highest court taking only cases that provide special intrest.
Executive Body
The Atheneum's laws are enforced by the police, investigators, and judges. The police are responsible for maintaining order and apprehending suspects, while investigators gather evidence. Judges are responsible for interpreting the laws and determining guilt or innocence, and juries assist in this process. The High Council of the Atheneum has ultimate authority over all legal matters.
